CBP reminds importers of new Unit of Quantity Assignments

In CSMS #40901710, the CBP is alerting users to the changes in the units of quantity for 2020 for Duty-Free statistical suffixes in the Harmonized Tariff of the United States.


This message is being sent as a reminder that as of January 1, 2020, there will no longer be any units of quantity (UOQ) in the Harmonized Tariff Schedule of the United States (HTSUS) that are “X”.  All UOQs in the HTSUS will be specific units such as “kgs”, “No.”, etc.  For additional information on this change, please go to:

New update (09-03-2019) for Sec 301 China penalty tariffs ( list 4A and 4B )

On August 14, 2019, the U.S. Trade Representative (USTR) announced the implementation of additional 10% duties on China Section 301 List 4 covering $300 billion in Chinese imports. On Aug 30th, the additional rate for these lists was increased to 15%. The new section 301 List 4 has been divided into 2 parts, with the first (4A) set to go into effect on September 1st, 2019 and the second (4B) delayed till December 15th, 2019 to avoid hurting retailers for the Christmas shopping season.
