| SUMMARY: The Food and Drug Administration (FDA, Agency, or we) is proposing to amend its regulations to establish a program for the testing of food in certain circumstances by accredited laboratories, as required under the Federal Food, Drug, and Cosmetic Act (FD&C Act). Establishing such a program will help FDA improve the safety of the U.S. food supply and protect U.S. consumers by helping ensure that certain food testing of importance to public health is conducted subject to appropriate oversight and in accordance with appropriate model standards, and produces reliable and valid test results. DATES: Submit either electronic or written comments on the proposed rule by March 3, 2020. | SUMMARY: The U.S. Department of Energy (“DOE”) gives notice of a Decision and Order (Case Number 2019-005) that grants to Anker Innovations Limited (“Anker”) a waiver from specified portions of the DOE test procedure for determining the energy efficiency of a specified external power supply basic model. Under the Decision and Order, Anker is required to test and rate the specified basic model in accordance with the alternate test procedure specified in the Decision and Order. DATES: The Decision and Order is effective on November 4, 2019. The Decision and Order will terminate upon the compliance date of any future amendment to the test procedure for external power supplies located at 10 CFR part 430, subpart B, appendix Z that addresses the issues presented in this waiver. At such time, Anker must use the relevant test procedure for this external power supply for any testing to demonstrate compliance with the applicable standards, and any other representations of energy use.
