(Infang) regarding the antidumping duty order on fresh garlic from the People’s Republic of China (China). The period of review (POR) is November 1, 2017, through May 31, 2018. We have preliminarily determined that Infang’s sale was a bona fide transaction, and that the sale was made below normal value (NV). On February 14, 2018, the United States Trade Representative (Trade Representative) established a procedure to request product-specific exclusions from application of the safeguard measure. On September 19, 2018, the Trade Representative granted certain of those exclusion requests.
