SUMMARY: The U.S. Department of Energy (“DOE”) is informing the public of its collection of shipment data and creation of spreadsheet models to provide comparisons between 2019 unit sales and benchmark estimate unit sales of five lamp types (i.e., rough service lamps, vibration service lamps, 3-way incandescent lamps, 2,601-3,300 lumen general service incandescent lamps, and shatter-resistant lamps). For 3-way incandescent lamps, 2,601-3,300 lumen general service incandescent lamps, and shatter-resistant lamps, the 2019 sales are not greater than 200 percent of the forecasted estimates. The 2019 unit sales for vibration service lamps are greater than the benchmark unit sales estimate but less than 200 percent of the benchmark unit sales estimate. The 2019 unit sales for rough service lamps are below the benchmark unit sales estimate. DOE has prepared, and is making available on its website, a spreadsheet showing the comparisons of projected sales versus 2019 sales, as well as the model used to generate the original sales estimates. SUMMARY: On August 20, 2019, at the direction of the President, the U.S. Trade Representative determined to modify the action being taken in the Section 301 investigation of China’s acts, policies, and practices related to technology transfer, intellectual property, and innovation by imposing additional duties of 10 percent ad valorem on goods of China with an annual trade value of approximately $300 billion. The additional duties on products in List 1, which is set out in Annex A of that action, became effective on September 1, 2019. The U.S. Trade Representative initiated a product exclusion process in October 2019, and as of the date of this notice, has issued six product exclusion notices under this action and anticipates issuing a seventh notice in the coming days. The product exclusions granted under these notices are scheduled to expire on September 1, 2020.
