SUMMARY: In response to a request from Nippon Steel Corporation (NSC), the Department of Commerce (Commerce) is initiating a changed- circumstances review (CCR) of the antidumping duty (AD) order on certain hot-rolled steel flat products (hot-rolled steel) from Japan and preliminarily finds that NSC is the successor-in-interest to Nippon Steel & Sumitomo Metal Corporation (NSSMC) and is assigning to NSC the same AD cash deposit rate that Commerce has assigned to NSSMC in this proceeding. SUMMARY: The Department of Commerce (Commerce) is conducting an administrative review of heavy walled rectangular welded carbon steel pipes and tubes (HWR pipes and tubes) from the Republic of Turkey (Turkey) for the period of review (POR) September 1, 2017 through August 31, 2018. We preliminarily determine that Noksel Celik Boru Sanayi A.S., a producer and/or exporter subject to this administrative review, made sales of subject merchandise at less than normal value during the POR. We also preliminarily determine that Cinar Boru Profil San Ve Tic A.S. had no shipments during the POR. If these preliminary results are adopted in the final results, Commerce will instruct U.S. Customs and Border Protection (CBP) to assess antidumping (AD) duties on all appropriate entries of subject merchandise.
