SUMMARY: The Department of Commerce (Commerce) determines that Jiangsu Runchen Agricultural/Sideline Foodstuff Co., Ltd. (Runchen) did not make a bona fide sale during the period of review (POR) of December 1, 2017 through November 30, 2018. Therefore, we are rescinding this administrative review. SUMMARY: The Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain carbon and alloy steel cut-to-length plate (CTL plate) from the Republic of Korea (Korea). The period of review is January 1, 2018 through December 31, 2018. DATES: Applicable July 27, 2020. SUMMARY: The Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty order on carbon and alloy steel cut-to-length plate from the Republic of Korea. The period of review (POR) is May 1, 2018, through April 30, 2019. The review covers one producer/exporter of the subject merchandise, POSCO/POSCO International Corporation (successor in interest to POSCO Daewoo Corporation)/POSCO Processing & Service Co., Ltd. and its affiliated companies (collectively, the POSCO single entity). We preliminarily determine that sales of subject merchandise by the POSCO single entity were not made at prices below normal value (NV). SUMMARY: Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on June 19, 2020, under section 337 of the Tariff Act of 1930, as amended, on behalf of Novartis Pharma AG of Switzerland; Novartis Pharmaceuticals Corporation of East Hanover, New Jersey; and Novartis Technology LLC of East Hanover, New Jersey. A letter supplementing the complaint was filed on July 10, 2020. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain pre-filled syringes for intravitreal injection and components thereof by reason of infringement of certain claims of U.S. Patent No. 9,220,631 (“the ‘631 patent”). The complaint further alleges that an industry in the United States exists or is in the process of being established as required by the applicable Federal Statute. The complainants request that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and a cease and desist order.
