Based on current CSMS notifications (#64299816, #64297292, #64297449), Descartes will be updating our global trade data with the following new tariffs:
Canada (CA):
- Additional 25% on most goods.
- 10% on specific energy resources, including crude oil, natural gas, lease condensates, natural gas liquids, refined petroleum products, uranium, coal, biofuels, geothermal heat, the kinetic movement of flowing water, and critical minerals (as defined by 30 U.S.C. 1606(a)(3)). Note that this list is not specified via HS codes, but Descartes has created a basic mapping to differentiate when each rate is applicable.
Mexico (MX):
- Additional 25% on most goods.
China (CN) & Hong Kong (HK):
- Replacing the previous 10% additional duty on most goods with a 20% additional duty.
For all three regions, “most goods” excludes:
- Products that are donations by persons subject to U.S. jurisdiction, such as food, clothing, and medicine, intended to relieve human suffering (as provided for in U.S. note 2(b) to this subchapter).
- Informational materials, including but not limited to publications, films, posters, phonograph records, photographs, microfilms, microfiche, tapes, compact disks, CD ROMs, artworks, and news wire feeds.
These tariffs are implemented via new codes in Chapter 99. Descartes will carry over the application of the duties into chapters 1-97 for ease of use in our products.
ALL Countries
As of Wednesday, March 12, 2025, additional Section 232 tariffs of 25% will be applied to covered aluminum and steel products (Federal Register notifications 2025-03598 and 2025-03596).
Canada retaliatory tariffs effective March 4th:
Descartes will update our CA tariff data today to add 25% to products from the US based on this notification.
Future/Pending changes:
Mexico has indicated they will announce their actions this coming Sunday, March 9th. China has already released two lists of goods that will receive 10% or 15% additional tariffs effective Monday, March 10th.
Given the volatility, Descartes will balance moving quickly with moving efficiently. In February, the new tariffs were rescinded after implementation. As of the drafting of this communication, neither ABI/CBP nor the ITC has officially updated the US tariff, so our changes are based on the CSMS communications referenced above.
Descartes will continue to monitor and update as official publications are made available.
